The Department of Children and Families is one of seven state agencies that has joined the new statewide screening database, "The Clearinghouse." The purpose of the Clearinghouse is to provide a single data source for background screening results for persons screened for employment or licensure that provide services to children, the elderly and disabled individuals. The Clearinghouse will allow the results of criminal history checks to be shared among specific agencies when a person has applied to volunteer, be employed, be licensed (including foster parents), or enter into a contract that requires a state and national fingerprint-based criminal history check. The Clearinghouse will provide numerous benefits to providers, including reduced costs and more up to date information. The Clearinghouse will allow the results of criminal history checks to be shared among specified state agencies, thereby reducing duplicative screenings for individuals requiring screening across multiple state agencies.

Who Should be Screened?

Employees that serve children, child care facility, family day care home, child enrichment service provider, family foster home, residential child caring agency, child placing agency membership organizations pursuant to 402.301, summer or recreation camp owners, operators, employees or volunteers that assist over 10 hours a month.
Any direct care provider, 18 years of age or older who has direct face-to-face contact with a client while providing services to the client or has access to a client’s living areas or to a client’s funds or personal property.
Employees within mental health facilities and employees providing care for children and adults – directors, professional clinicians, staff members and volunteers.
For unlicensed staff, such as dietary and custodial staff, who work in a licensed general hospital, pursuant to Ch. 395, F.S., whose duties require them to work within a psychiatric unit/ward of the hospital, these staff and volunteers are required to comply with Level 2 background screening requirements. These unlicensed staff would meet the definition of "Mental Health Personnel" according to s. 394.4572 (1) (a), F.S. and must comply with the background screening requirements in Ch. 435 and 408, F.S. They would also be required to comply with any other screening provisions applicable to Chapter 395, F.S.”

All service provider personnel who have direct contact with children receiving services or with adults who are developmentally disabled receiving services. Members of a foster family and persons residing with the foster family who are over the age of 18. A volunteer who assists on an intermittent basis that totals 40 or more hours per month.

Read the following information so that you understand the LIVESCAN process. Do not call as soon as you make the payment, as the system will generate an email to the ELCFH so that we can connect quickly with you to schedule an appointment. Know that we will connect with you via email so be sure that the email address you use is accurate.
First, denote if you prefer a morning or afternoon time, then:
An email registration confirmation will be sent within 3 business days of your payment and will also schedule your appointment time in the ELCFH office of your choice.
Make your payment via credit card, debit card or Pay Pal. All Live Scan services must be prepaid at the time of registration.
You can print the required LIVE SCAN form that you will need to complete and bring to your LIVE SCAN appt. (hit the underlined words to make the link to the documents) If you are a health care professional use this form.
If you have to cancel your appointment, you may reschedule once by calling 941-255-1650 extension 103, and request a LIVE SCAN RESCHEDULING APPOINTMENT. No refunds will be made on Live Scan appointments, so please reschedule if you are unable to make your appointment. you may also email firstname.lastname@example.org for rescheuling.
IF THE LIVESCAN PERSON HAS LIVED OUTSIDE THE STATE OF FLORIDA WITHIN THE LAST 5 YEARS, THAT PERSON WILL HAVE TO REQUEST BOTH A NATIONAL RECORDS REQUEST AND ALSO A CRIMINAL HISTORY RECORDS REQUEST FROM THAT PRIOR STATE OF RESIDENCE. ONCE THESE REQUESTS HAVE BEEN COMPLETED, THE EXISTING LEVEL II CLEARANCE WILL BE UPGRADED TO A NON-CONDITIONAL CLEARANCE, AS VIEWED IN THE DCF CLEARINGHOUSE. Once you access the icon it will take you to a new page with 2 separate links for each type of records request. Be sure that you COMPLETE both types of requests by contacting the prior state of residence for the two clearances to be put into motion.
What Should You Bring To Your Appointment?
A valid photo identification (such as a driver's license)
The completed ELC LiveScan Information Form (PDF version) with your provider OCA number included, which you can access RIGHT HERE, or if you are a health professional use this FORM.

Be on time for your appointment; and it should take about 10-15 minutes!
Note: In some cases, the participant might be required to return for re-scanning at no charge, if the images are refused by FDLE or DCF due to being unclear. Connect with email@example.com to reschedule and the letter notifying of the rescreening must be brought to the new appointment.
When Will I Receive My Results?
Results are now to be retrieved by the provider on the DCF website---you must set up an account so that you can print resutls directly from the DCF website and usually within 6-12 business hours of the LIVESCAN being completed.
